I have been managing the IT Division budget a few years ago in a multi-national company. We used spreadsheet (I guess they still do) for budget planning, actuals, forecast, analysis, etc. We believe our values should be on analysis, talking and helping the IT team to control their spending effectively, however, we spent plenty of time consolidating data instead.
There should be some tools exist helping people like us to do our job more efficiently, we thought.
Upon research, we found one named Budgetao. It is a really simple yet brilliant tool to let you create catalog so that create a budget plan is like drag & drop. There are also features like dashboard and open API. Interesting tool to take a look.

P.S. Budgetao is a startup founded by 2 people in Israel. I have had a few email exchange with the CEO, Ziv Oren; he is a very responsive and nice person. We even had a call to discuss features I need as a user.
